CHAIRMAN’S SUMMARY

OF THE

4th ASEAN DEFENCE INDUSTRY COLLABORATION WORKSHOP

 

         The 4th ASEAN Defence Industry Collaboration (ADIC) Workshop was held on 27th January 2016 in Vientiane, Lao People’s Democratic Republic. The Workshop was attended by the representatives from the ASEAN Member States and the ASEAN Secretariat.

       In this 4th ADIC Workshop, the participants discussed thoroughly the Framework for the Implementation of ADIC and the participants had revised some sections of the Framework, among others:

• re-word the first principle of the Framework by using language from the Concept Paper of ADIC. The Workshop also agreed to reflect the main elements of these agreed elements.

• adjust the title of some pillars of the Framework, for example, for the third pillar, it was re-titled to “sharing of Technological Knowledge and Future Partnership”,  taking into consideration the different defence industry policies in the ASEAN Member States.

• add, remove and swap activities for the three pillars. For example, under the Education and Training pillar, ASEAN Defence Industry Networking and symposium has been added and drafting of implementing guideline for Future Partnership and Sharing of Technological Knowledge pillar. In this context, the Workshop agreed to retain an activity related to sharing of technological know-how for future consideration.

• add Validity and Timeframe for the Framework section instead of conclusion. The Workshop agreed to review the Framework every three years, without limiting the opportunity for additional reviews in the interim years, should the Member States sees the needs.

The Workshop agreed to consider the draft as final and submit it to the 1st Consultative Group Meeting today for endorsement.
